Intermediate step would be separation of matching orders and clearing services. That way crypto exchanges have less power, hold no private keys and are no liable to hacks. And there is already a solution for that – called [DAEX](https://www.daexio). It is a DLT based clearing service where you get to keep control over your keys, exchanges can’t inflate volumes to manipulate the markets and hackers have nothing to hack anymore since you hold the keys.
